沪昆高铁对上纸厂煤矿压覆影响评估分析

摘要: 沪昆铁路客运专线盘县何家地隧道段由东向西从上纸厂煤矿北部矿界通过,其用地范围压覆上纸厂煤矿部分采矿权。根据相关批复文件、规程规范及现场核实,分析确定了直接压覆的矿产资源量和压覆矿产引起煤矿损失的工程范围,并对损失范围内的各项工程量和实物资产进行了全面核实。在此基础上可通过经济分析,评估上纸厂煤矿被压覆矿产资源及受压覆影响范围内的实物资产、其他流动资产、长期待摊费用等的价值,确定矿井因压覆影响所造成的经济损失,以提供压覆矿产资源补偿所需的依据。

Abstract: The Hejiade tunnel segment of Kunming Shanghai high-speed rail from east to west through Shangzhichang coal mine northern area, and its scope of land overlaid part mining rights of Shangzhichang coal mine. According to the relevant approved documents, standards and regulations and on-site verification, analysis determine the amount of mineral resources and the scope of coal mine loss which all caused by overlaid minerals, and comprehensively verified the quantities of projects and real assets within the scope of coal mine loss. Through economic analysis, to assess the value of overlaying mineral resources, real assets, other current assets and long-term expenses within the scope of coal mine loss, to determine the economic loss and provide the necessary basis for compensation due to overlaid minerals.
